Graphic mod ENBSeries 0.172
Finished temporal antialiasing, amount of precision errors reduced at cost of performance and quality, but at least it do good job.
Added new variables to control per weather and per time of the day.
Update:
Added sun haziness parameters to make better atmosphere.
Fixed letterbox black bars issue from customized shaders and TAA. Alpha channel output from such shaders must be zero in areas where temporal antialiasing must be ignored.
Added fire non additive blending mode as new variables. This is useful for making more realistic look of fire, but with modded particles.

Dont know what magic you did but TAA is so good !
I tried it in most common places and it looks perfect. No abnormal artifacts or flicker. Maybe certain zones not work but not enough time to check all.
Increased mouse DPI to check super fast camera movements, no artifact !
Performance hit was 3-5 fps.
SMAA out of business ! Even Edge AA is not really needed, makes too blurry.

Any way to get a version that does not include new weather variables or a way to disable them? Essentially v168 + temporal AA.

Just to report, I am seeing both blinking (approximately once/sec) and ghosting with this version. I am running NVidia 314.22 drivers. Are there other configuration changes I should be looking at? I have not updated the helper mod as its not an indicated requirement.
Locations tested so far with same results:

Absolutely love the TAA Boris! Gives much better performance in comparison to the equivalent settings of hardware AA!
This may or may not be a bit off-topic, but could you consider getting TAA to work with Fallout New Vegas/Fallout 3? I understand it's been a long journey to get TAA to where it is today in Skyrim, and as such I feel a little mean asking for TAA in Fallout New Vegas/Fallout 3, but it'd finally solve the AA problem.

Download new helper mod from skyrim nexus site, i forgot to release it.
