I told you which values must be set, not which you have. Already found what is wrong with your setup 7 july viewtopic.php?f=20&t=5530&start=10. Simply set these values to 0.

And I think that I found out what was happening as well. The Nvidia driver set 382.53 did not like any ENB newer than the 3.0.2 set. This is mostly all good in the Nvidia driver set 384.76. The ENBs 0.3.0.2 and older still work somewhat smoother in the cell boundaries, no fps drops instead of ~10fps drops. I inadvertently changed the test setup without realizing it when I reinstalled my OS (due to a corrupted explorer.exe and its associated .dlls) These were probably caused by installing / deleting several VB runtime versions while testing several AV editing suites.

I tested .0.3.1.4, by the way, after I realized that I was using the newer Nvidia drivers.

As to the enblocal, I used the recommended settings from http://www.nexusmods.com/skyrim/mods/73618/?

"At this moment DataSyncMode=2 with PriorityMode=3 where tested
by users as the most performance efficient and stable setting." I believe these settings were posted by you?

As to opening a new thread, sorry. However on many sites if you add new information to an older thread, it seems to get lost. I'll try to remember that this doesn't happen on your site.
