Make sure hdr enabled in video options of the game. And looks like it's palette or preset looks like that, try another.

Thanks for the prompt reply! But my HDR is already enabled. The major problems I'm having are lack of anti-aliasing, which Midhrast said the SMAA should have fixed but didn't (everything looks blurry and soft), and lights being way too bright.

I hope Midhrast himself can look this over, he might know just where I went wrong. :(

Uninstall, then reinstall ENB *only*.
No SMAA, no SweetFX, no additional binary (d3d9_something.dll).
Try again.

Did you have to modify the sky color in GECK? Have you published this preset?

Oh GECK modifications definitely needed.

I tried some weird approach with this config actually. I'm washing it out with ENB and recontrasting with SweetFX after it. Trying to kill whiteouts & black crush while still feeling "contrasty". Not easy task.

Point lookout is such a shotter but I can't even run it anymore at high resolutions. Need moar GPU.
