I got it from Flickr/Nexus user Macintroll. Not officially released, although you can get it as part of the Fallout Character Overhaul, by Drumber, Emerald Reign and Macintroll. For Fallout: NV only right now, even if you can just rip the textures for FO3.

I now prefer a style that gives as much details as possible in the picture. Also reduced white levels and avoid whiteouts. Desaturated colors/film grain/slight CA (currently watching Walking Dead )
