How I can use it in Fallout 3 with ENBmod? Simply put these files (one from) in game folder or...?

Yes, put one of palette files to game folder. And make sure that in enbseries.ini UsePalette=true is set

I guess that "Mephisto" is closest one to vintage (however i fill that it would bring additional contrast - dont remember how actually palette colorcorrection worked )
