What time per day

What times per day in the values in red activated?

Need to know to adjust these values at a specific time.

Probably you don't understand how it works, so question is wrong. Those parameters are values per time of the day, they do not define time itself.

I meant what time during the day in Skyrim are each of the parameters in red set to.

Example: day is from 8AM to 4PM

[TIMEOFDAY] category of enbseries is responsible for that. Also look at the statistics tab of editor to know which time is it.

Thanks this definitely helped.

I did not check in game and after testing it out it looks like the values are here (each set to gamehour):
AmbientLightingIntensityDawn=6.75
AmbientLightingIntensitySunrise=8.5
AmbientLightingIntensityDay=13.0
AmbientLightingIntensitySunset=17.5
AmbientLightingIntensityDusk=19.25
AmbientLightingIntensityNight=1.0

When set to that time, only one ambient value can change the ambient light. The moment the time starts moving the ambient light values start to fade it and are shared within 2 values (Except for most of day and light time it seems).

As i said, you don't understand what those values means. They are amount, not the time. For example AmbientLightingIntensityDay means at the day moment which is set by [TIMEOFDAY] as 13 by default, ambient lighting will have certain value set by this parameter. As you set it wrongly to 13, it means ambient lighting will have intensity 13 at the day.
