d3d11.dll making skse unable to launch through MO?

This is my first time downloading an ENB and I've discovered that whenever I copy d3d11.dll and d3dcompiler_46e.dll over to my SSE folder (through Steam,) my skse will not start Skyrim. It locks up the screen on MO for a couple seconds but then unlocks it. I have narrowed it down to d3d11.dll being the issue because when I delete it from the folder the game will launch normally, I've tried renaming the file to d3d12.dll which probably didn't do anything but it was worth a try. I've tried looking for other posts on other sites that have similar issues but everything I've tried has not worked. If it helps to know I'm trying to download Silent Horizons ENB + Mythical Ages, and I have also tried to download Rudy ENB which gave me the same results. Anybody have any idea how to fix this?

I'd like to know the culprit aswell. just had this happen to new vegsa.
