I have no idea what that effect is called which makes character glow, but i don't believe it's "spell" class.

I think it is, it's called Frost Cloak. I think many spells that increase armor etc. have an effect like that. Many other things have that too, though...

But i thought spell is more that particles in hands and what actually emitted from hands, like thunderbolts and fire of all kind, not character glow.

Oh yeah you're right, the spell casting effect is different. That's like the effect that shows the spell's effect is still enabled, but what to call it, I'm not sure. Some rings and stuff like that use the same effect, magic effect? Character effect? Or just character glow?

Re: [Skyrim] Adjust lighting on magic effects

There are some nexus mods that eliminate glow altogether for effects but I think it would be a much nicer solution to be able to make it more subtle via ENB, especially at night. Perhaps there would even be fantasy presets going the opposite way too and making it more shiny who knows.

Really wasn't expecting this kind of instant support for an already amazing tool, and I just wanted to say a huge thank you for exploring this.

Parameters curve (pow) and intensity are used initially by the game, so guess make them time and weather dependent, that's all. Or somehow calculate their intensity maybe.
