Flick/flashing, water edges are bright/cyan and also flash

Using your skyrimpref settings has fixed all problems for me. I have changed it slightly to go Fullscreen and 1280x1024, and works so far - thank you very much. I was using the preferences file recommended on the Nexus description page for download.
I had also disabled all DLC after having done a new mod install in a clean folder, and the mods were chosen to reflect the lack of DLC. Going to try again with DLC to make sure it's not the lack of DLC and your preferences that makes it work, or just your preferences file.
I also upgraded to the latest AMD drivers, 13.12.
