Are AMD/ATI users screwed?

On the main page, the author writes:

"Can't develop for ATI/AMD videocards, my radeon 2400 pro do not support vendor hacks used by game. The only solution for ATI users now is to restore slow mode like in old versions of the mod, with bugs, but at least SSAO and DOF effects working. May be year later by official patch bugthesda will fix bugs or may be i will have ability to test on ATI. If nothing changes, then in future game will not work properly, when vendors will change identifiers or new vendor will appear on the market (google?)."

Does that mean that ENB will be a lot slower with ATI cards versus NVIDIA? I there a way around this?
