Skyrim ENB Underwater Bug

Hi all,

I'm not the most well versed in computers, but I've taught myself how to install and use the ENB along with various presets for Skyrim. I have one bug that I can't solve so far. No matter what set of presets I install (I've tried Insomnia's ENB, Cinematic Lighting, and SkyRealism) whenever I go underwater the screen blacks out to a given grayscale color. This also happens when I Shift+F12 to turn off the ENB, which indicates to me that it's an error in the .ini modifications. The bug also occurs across three different ENB presets. I'm hoping that I can get some assistance here. I'm not sure what all information would need to be posted, so here's my graphics card and the settings on my SkyrimPrefs.ini

Changes to SkyrimPrefs.ini AFTER ENB and Preset Installation:

I'll just use Cinematic Lighting for an example. Insomnia requires a few additional changes, but those don't seem to be relevant because the same problem happens no matter which preset, and .ini adjustments based solely on preset, I use.
