No ENB when starting Skyrim SE

So I was able to get my chosen ENB to load when I run Skyrim SE through steam but if I launch SKSE through MO2 I get no ENB at all. That it runs through steam tells me it is installed right but that MO2 is doing some thing that breaks it. I'm hoping some one else is having or has had this problem before and it isn't just some weird "that shouldn't happen" fluke.

First time tried to install and run MO2 and my mod works with it. Wait maybe someone else could answer.

Turns out its the mod Holds the city overhaul, I disabled it thinking maybe a graphical mod could interfere, turns out some of them can. Thanks for looking into it for me.
