Skyrim Colors too bright

Hi, I'm new here.
I have this crazy color/brightness problem

what could cause this?

If I use the shout "Clear Sky" it goes away and everything turns to normal, but as I am lvl 1, I can't make it go away.

If new bugs appear, then it's crapware or drivers, that's all i can say

I have checked for crapware and driver updates, any suggestions of drivers for the new 10xx nvidia cards?
Read that there were some problems with them!

I can't give advice about drivers, because it's very common problem when new videocards released, drivers are buggy both for old and new cards and all you can do is to try every version which will be released or wait about half year or sometime even more.
