I have attached 2 screenshots. 1 with and 1 without the glitch I am seeing.
This is a totally clean install of Fallout 4 with no mods added yet as I an just testing first.
I used a clean ENB install with only the default config, nothing changed in the settings. I only have to move my eyepoint slightly as you can see in the screenshots and the screen is covered in shadow. If I disable ENB while in game the glitch is gone.
What setting is causing this? or is there another fix.

Try version 0.291 and report if it works. I made changes in 0.293 which need more testing and fixes.

Can you please share fallout preference file? Because video config turns many combos of shaders, so probably one of them missed.
