d3d9.dll is causing fallout 3 to not open

About a half an hour ago, I installed an enb, it worked like a charm, but I alt-tabbed, crashing my game. I tried to relaunch the game, but I was given a small window in the top left, with the rest of the screen black. I waited for 5 minutes, and I got a not responding error. I am baffled at why it worked first, but then seemingly changed it's mind. Removing d3d9.dll from the main folder let's the game launch without error. I've tried: Using a different enb, just puttion d3d9.dll and enbhost.exe in there and changing BuseThreadedAi to 1. This is my load order

What information do you need? Restarting didn't change anything. The crashing only happens when d3d9.dll is in the game folder, any other enb files don't affect it. Also, using the injecter version does the same thing.
