In the enbseries.ini try this:
ForceVideoAdapterIndex=true
VideoAdapterIndex=0
and this
ForceVideoAdapterIndex=true
VideoAdapterIndex=1
and this at last
ForceVideoAdapterIndex=true
VideoAdapterIndex=2
This may help to select only one videocard, but not tested as having single only.

Yes I tried all of those and it causes there to be no graphics card able to be selected.

After some toying around, I believe that the d3d9.dll forces the computer to choose the graphics card in which your monitor is plugged into. When I remove the .dll, I can choose which ever graphics card I want.
