Heavy Flickering in Skyrim

After trying to play some Skryim recently, I was greeted with some very heavy flickering on the main menu. The last time I played it, everything worked fine, but it occurs to me that something happened after the last huge windows update. I read that 0.318 was supposed to help with some kinds of flickering, so I tried to update my binaries to this version, but met with no success. I admit that I'm not the most experienced when it comes to the correct settings for ENB, so I'll include what I can.

I use an Nvidia 880M which is a notebook GPU and made sure that it was set to use that and not the integrated GPU. Any help or suggestions would be greatly appreciated.

Probably crapware running and hook in to game process. There are many these days unfortunately, including afterburnger, evga, game experience, steam overlay, xbox something, logitec/razer services, etc

As I indicated in my original post, I've disabled all overlays or anything which should interfere and even gone through the task manager to ensure this was the case. Skyrim is the only game this happens with and it only happens with the ENB enabled.

There is no other reasons, just bad drivers or crapware. Mod and mod have same execution code at menu no matter what mods you install, game menu is very simple scene. Maybe its because of your laptop actually running using integrated GPU as the most with Optimus (so Intel awful drivers and performance). There is no known solution against Optimus based systems, previous optimus fix from Nexus do not work several years ("thanks" to Nvidia). People who use new versions of Win10 do not suffer from problems, unless they disable game explorer and xbox something, so you should be fine too about this. It is not mod problem, thats all i can say.

I have the latest windows 10 updates and keep my computer pretty clean. The card is correctly set to use the Nvidia gpu and not the intel one and even went so far as to disable power management. I'll take your suggestion and enable the game bar, if I read correctly.

Edit: Yeah, I think you're right. It works fine in windowed mode and the only difference I can think of is how it handles the GPU. GeForce experience is the most likely culprit.

For anyone who experience this issue.

I experienced this issue a while back, solved it, forgot how I solved, I experienced it again and solved it again :)

Long story short, this is caused by FixLag=true in enblocal.ini for me.

Long story:

I probably accidentally turned it on again (I do this alot with in game enb menu and equipping an weapon), and spent 3 hours doing everything from:
nvidia,enb,game vsync settings to poking around skyrim folder for dlls, mo ini files, to sweetfx to other stability mods,
to trying to revert windows updates or checking antivirus software for blocked files
to removing crapware of nvidia, logitech, razer

and to finally installing clean skyrim

than I noticed, clean skyrim + clean enb = no problem
clean skyrim + clean enb + my enb inis = same problem

So I diff settings and finally it is this one introducing the problem: FixLag

He probably did the same thing to solve it but he didnt notice which setting that introduced it.

Whoops. For posterity, this bug in my case was caused by me using a program called ENB Organizer and having it set to a global enblocal.ini file. That program uses an older version of enblocal and simply turning off the global option and using a current version of the ini fixed everything. Thank you for isolating the problematic flag, though, papachasama.

Thank you so much, @Papachasama! You singlehandedly saved my Skyrim installation and a lot of headache -- not a single forum thread out there properly explaining this issue, digging through the piling masses of spam and phishing sites for fucking snakeoil Windows fixes. God damn!
