Disabling both rain wet surfaces and wet surfaces solves the problem.

Also I forgot to include I'm using Rudy ENB for NAT 3

There is no way to fix on my side something per location, effects works the same everywhere. I even don't know what is that place. It may not have proper data cause of your mods installed or by game itself. Or you simply moved camera too far from character and game bug started to kick in with not rendered cubemaps (zoom to first person and if issue disappear - that's the one).

Reloading the game fixed it. It was happening when it started to rain as well but I can't show it again because the bug won't appear anymore. Weird.

That color is most likely lightning strike color. So when you moved camera too far from character, game bug activated and color of lightning is stuck in reflection. I have no other explanation. Simply zooming closer to character or switch to first person mode should fix that.
