Shadows overcome lights

I have ENB settings from Skyrim beautification project, and Spells gives light, but it looks like this:

How do i make shadows work as they are intended and just dont overcome light ? Also how do i make them better quality? They are quite blocky

PS: I dont know if i can ask it here but on image with wolfes i have question what can i do to improve the view or lights to make it look better? Im still not sure if i like how it looks, are there any recommend preset settings or additional mods that i can use to make it look better ?
PS2: I dont remember which mod makes arrow have this blue effect on firing that looks like this: https://imgur.com/a/njldL
PS3: And i would be glad if someone could tell me how to make colors less green, like this water is pure green not blue: https://imgur.com/a/njldL

Water is green because it's what set in imagespace properties for the water, mod have nothing to do about it.
Shadows work properly, you just don't have enough intensity of light or no light at all from spell. Try increase point light properties under [environment] in enbseries.ini

Im pretty sure im not blind and light works perfectly fine, but shadow is bugged and doesnt give space to light as you can see light works but not makes shadow disappear
