Skyrim Legendary SKSE crash error 0xc0000005 d3d9.dll issue?

So I have used ENBs for a Skyrim and I have multiple back ups of my because I mod a lot.
In all of those I had ENBs which previously worked.

Recently I did another reinstall and tried to install ENBs and I get the error 0xc0000005 and the game fails to load. If I delete d3d9.dll the game works but obviously with none of actual ENB blooms and whatnot.

This happens to all my back up copies of skyrim now. Whether ENB worked before or not... it no longer does.
I have updated Direct X with the latest version.
My graphics card is a GTX970

My enblocal.ini for [MEMORY] is setup as seen below:
[MEMORY]
ExpandSystemMemoryX64=true
ReduceSystemMemoryUsage=true
DisableDriverMemoryManager=false
DisablePreloadToVRAM=false
EnableUnsafeMemoryHacks=false
ReservedMemorySizeMb=512
VideoMemorySizeMb=2048 // VRAM + RAM - 2048
EnableCompression=true

I dont know what else to do.
Please help.

EDIT: Just to avoid being one of those guys that says "I figured it out" and never tell anybody how.
The program causing the crashes is BIT DEFENDER.
removing this program solved all issues.
