Hmm...I will experiment a bit with the memory setting in the enblocal.ini and with the resolutions....

Hmmm....It LOOKS like i may have fixed this issue....I'm not 100% sure though...I only played a little bit, but i haven't noticed the bug so far during my tests....

I changed the memory value from this:

[MEMORY]
ForceVideoMemorySize=true
VideoMemorySizeMb=10000

to this

[MEMORY]
ForceVideoMemorySize=true
VideoMemorySizeMb=4096

also i performed a little tweak in the fallout4.ini and added this under general

[General]
sLanguage=en
uGridsToLoad=7
uExterior Cell Buffer=64
bDisableAllGore=0
iNumHWThreads=4
bPreemptivelyUnloadCells=1
bForceUpdateDiffuseOnly=1
bForceFullLOD=1
iPreloadSizeLimit=8388608000

removed some lines here

again i'm not 100% sure it's fixed alright....but so far i haven't noticed anything out of the ordinary...
