Skyrim Shadow "Banding"

I recently re-installed Skyrim again. Working great and all. Using the Mistveil ENB - it works great.

However, I've noticed a distinct shadow banding around light sources. Its really annoying. Here's a video:

I tried doing some things that were mentioned here as well:

Also, there is a lot of negative black...Looks all splotchy and nasty. I've tried adjusting shadows, gamma, brightness and bluetint (in my enbeffect settings)

Nothing seems to work...

Any tips?


I use Mistveil ENB with .251 binaries.
