Skyrim SE - Light surrounding my character

I was using the 0.386 and now i tested with the 0.390 and still the same, but the difference is that in my game is hard to notice and the only way to see that issue is in snow areas, maybe should be related to shadows or i don´t know, because as i can see in your video, it looks like if your DOF effect had something to do with it and in my case i can see a darker line while im moving around, but just sometimes, not allways and it is very subtle depending on my config (ENBs and weather mods).

May I know what weather mods you are using btw? Perhaps using something other than Obsidian Weathers might help.

I know this post is old but i had similar problem and i was able to fix it. So i gonna leave a reply incase someone stumble upon here after googling their problem like me.
Note that mine only happen at night and during heavy rain.
Try disable the "EnableMultipleWeathers" unther Weather first to see if it gone. (If it not then we don't have the same problem)
If it is then enable it again and enable Show weather window if it is not already.
Under Enviroment scroll down to "Fog" relate effect and try change some value there.

I was able to fix mine with "FogCurveMultiplierNight" set to 1.4
Note that mine only happen at night and during heavy rain.

The best fix for this problem is going to the weather settings, go to Environment. Find FogAmountMultiplier, set it to 10 (for all time of the day). Then set FogCurveMultiplier to 4 in order to get some clarity, as you like it. Save. Done.
I can't explain why this happens, but when fogamountmultiplier is less than 10, then the fog will only start at a certain distance from your character, causing visual aberration.
