25FPS lose while ENB is active in GTA5 Anyway to improve?

Hello,
I would like to start off by saying that my PC is decent.
i7 10700k
Gigabyte Geforce 3080ti OC
32GB @ 3600MHz RAM

When I use ENB I take a huge 25FPS lose. Is that normal? Also is there anyway to truly turn off or remove shaders? to gain back performance? I only really want the rain reflections to honest.

How can I disable certain features entirely? For instance, when I go under global effects and leave everything off other than rain reflections. But I still notice that shadowing, vehicle reflections, bloom, ambient lighting and other features are still on. When I turn them down to zero or as low as possible the image looks terrible.

You must press buttons "save changes" and then "apply changes", otherwise some of effects still enabled.
