Ask there how to make gpu run at full frequency, maybe how to turn this on with some extra tools or power management options.

If you not find answer, i could make test builds till find when issue starts to happen, but it's time consuming process, may take several hours.

No problem. I tested with fallout 4 and it seems that it works fine
I'm only having problem with Skyrim SE.
