So I'm getting low fps when I'm looking at certain places when I only have the ENB binaries installed.

If i move my crosshair like 45° to the right when I have ENB binaries installed I get 60fps

Most likely because you have vsync enabled and some frames getting lower than 60, so wait till next frame.
