FPS Capped Issue

Hi, recently I'm having this issue where I launch skyrim from ModOrganizer it will make my fps capped at 28 fps.
What happened is when I launch skse/skyrim from mod organizer with ENB 0.305, 0.308 and 0.315 my fps it 28,
when I launched skse/skyrim directly from skyrim folder it will capped my fps at 60 because I set my driver to cap it.
So I tried launching skse/skyrim through mod organizer with ENB 0.262 I will get 60 fps.

Running skse/skyrim through MO without ENB give me 60 fps though which is weird.

It was working fine 2 week before even when I use ENB 0.308 version and when I get back this happened.
Any idea what's happening?

I've checked both drivers and enblocal.ini and none of them have vsync activated, I even have iPresentInterval=0.

Edit: forgot to mention, tests are done with both modded and unmodded which results are the same. I'm using Nvidia's fps reader/overlay (I forgot what is it called) it is said my fps is 58 (capped with nvidia inspector) but yet in enb fps it is at 28. I try disabling nvidia's overlay yet it is remain the same.

It can be vsync skipping frame feature enabled in enblocal.ini. I had 27-28 fps lock sometime when usual vsync is enabled and game do something strange, so skipping two frames itself, but of course it's only in certain moments of the game. Also check if waitbusyrender=false. I know that some software fake boosters do increase fps by physically not making any changes, only call same function more often, so check if you don't have crapware running.
