So I just got a new PC so not much installed. Once I installed the RealVision ENB (v0.315) and started the game everything was fine running smoothly at 59-60 frames, but after about a minute the frames gradually start dropping to 25-30. It doesn't matter where I go, either run around in circles or run to Whiterun from Helgen, but the FPS seems to go back to a 60 after I open the quest book, but than starts to gradually drop once again. I am open to any suggestions.

I have no idea why exotic issues reported recently. Did you try just to stand still and do nothing? Is fps drops?
And try in enblocal.ini:
EnableOcclusionCulling=false
ExpandSystemMemoryX64=false
ReduceSystemMemoryUsage=false
DataSyncMode=0
PriorityMode=0
EnableUnsafeFixes=false
And try in enblocal.ini:

I loaded the game and stood still, then looked around 360 degrees and the fps was 59.8. When i started moving forward the fps went down to 52 and started going down to 30 and lower once i started to move further. I made the changes within the enblocal.ini as well.

Sorry, there is no single reason for such behavior of the mod if you tried the setting i told you. I have no suggestions, but you could at least try to make sure there are no software which hook in to game process (no antivirus, no overlay monitoring, no screen capturing/chatting, etc which i call "crapware").

Could the problem be with the hardware ? Also, would a similar issue occur if I tried an ENB on Fallout 4 ?

It can't be because of hardware.
How do i know? It's not my mod bug, it's some conflict with other software/mods/drivers, people run it fine.would a similar issue occur if I tried an ENB on Fallout 4 ?

I don't think it's mods, otherwise you would see without ENBSeries installed. It's some other software messing around. There is only one possibility if it's not software of any kind - you have computer running for too long time, then timer ticks are too big and converted to float values give big errors in precision. Also make sure fps limiter disabled and waitforbusyrender too (in enblocal.ini).

Wow, I think I actually found it. I looked in Processes tab in the Task Manager. It's called Razer Game Scanner. I almost gave up on this
