Skyrim Special Edition Low FPS

Hey guys I am having some trouble with SSE here.

My rig is:

Intel i7 4790k
16GB of 2400mHz DDR3 Ram
and a GTX 980ti

So why the hell is Skyrim running with 40fps in certain places when modded. The GPU should be more then enough to crush it but it is not.

And to add I had a RX 480 before hand and had the same results at the same areas in Riften and Foresty areas around Riverwood and I don't even have a grass mod installed..

And I have disabled vsync from the .ini and enabled ENB vsync and still the same. I am using The Truth ENB.

The only time FPS seem to go up is when I tune down the distance scaling but then stuff just pops out of the blue so yeah. And I have even turned shadows to medium and godrays to low.

I have installed the aMidianBorn collection from Oldrim, Noble Skyrim Pack, most of Gamwich's texture mods, Kajuan's texture mods, CleranceClarance mods and Bellyaches animal and dragon packs + some other minor textures that are not covered by the packs.

I have a 1080 and get into the 30s sometimes in some areas with a shit ton of grass.

Took me hours of uninstalling mods and tweaking my ini files to figure this out, but: turn off depth of field. Not just in the ENB settings, but also in the in-game settings as well. Turn it all the way off. The special edition engine craps out in heavy foliage areas when depth of field is on.

Either that kind of effect or the sheer amount of draw calls from objects for the engine to handle, open the ENB menu and expand the Profiler to check the draw call count. My rig starts to bottleneck at about 9.5k draw calls (the bridge overlooking a modded Riverwood with high lod/object/npc draw ranges will reach about 11~12k calls).

If your frames are dropping too much but your card is below 95ish%, consider reducing object draw range, it game me the most fps back for the least visual sacrifice in that draw call situation. All those little SMIM buckets and random clutter seem to take a lot of CPU time, at least for me, and I'd rather have a bucket popping close to me then a mthr'fn tree ;)

Every additional object will add encumberance to shadows, AO, sharpening, etc, not just polycounts and the simple stuff.

Maybe something that removes little pebbles, dead shrubs and those kind of things.

Edit: For reference, it's an i5 6500 (3,6ghz), gtx1060 and 8gb ram, 45ish fps at that Riverwood bridge

grass at long range and 65 density
NPCs at long range
full water reflections
shadows at 2048px and long range
volumetric light at medium
no depth of field

First check who is chuggin' that fps, objects being drawn (reducing obj/npc/etc draw range will help tell) or effects, and you'll find the culprit in no time. :)

For reference, I solved my bad FPS by going Fullscreen instead of borderless windowed, which I thought it was inifluential at first.

I'll have to try this. I know foliage in some games really drops your FPS along with shadows or post processing, but I fixed my issue by just going fullscreen. Usually, I prefer watching all of my videos in fullscreen since I'm so used to it from browsing live cams. For some games, it just seems choppy even if it says you're getting 60 FPS.
