Why does ENB for GTA San Andreas lag on High end pc's?

Why does ENB for GTA San Andreas lag on High end pc's?
I'm able to smoothly run GTA V at Ultra settings with 55 fps but when I use some heavy mods like MMGE 3 on GTA SA, My fps is only 15 -18. Why is it so?

Injecting additional things into a game is slower then building them into the game to begin with. Rockstar obviously have access to the source code, while modders don't - the difference in what can be changed and how is immense. It's not that modded features are slower, but rather that the developers have the capabilities to add shortcuts into the game they can take to speed things up.

It's also DX god knows what and probably terribly bottlenecked in the render pipeline.

As the author of the issued mod (MMGE 3) I also have to say that I'm raytracing volumetric clouds in full resolution, amongst other things. That isn't very fast to begin with.
