Reserved memory size is actually increase fps in locations, where too much objects visible and they all can't fit to video memory at once. It's because this memory used for dynamic reallocations which are much faster than getting data from enbhost.exe

Awesome FPS drop too. Tried different enblocal settings, but it happens anyways.
Why does the profiler display 0mb memory usage?

there are many factors that contributed to your losses of frame rates. first and foremost, your settings in your enblocal, enbseries plays a major factor. what i have stated in my previous comment about my memory setting, that works for me. [SSAO_SSIL] - lowering these values can boost your fps; SamplingRange, SizeScale, SourceTexturesScale. my fps are not anything special to tell your grandma about but playable. i also have 35gb of mods. my setting works from just reading here and there. if it works for me, don't know why it isn't working for you

The problem here is i usually have around 27fps in this exact place. Then i can go into breezehome, and when i go out again i get 7 fps. It lags so hard that even ENB's gui becomes unresponsive. I click like 3 or 4 times on any on/off switch until it actually changes it's state.
ANd as you can see, it's night, nearly noone is around, and i'm not using any overly hires textures. It's Project Parallax Remastered - Vanilla. Nothing too heavy.

have you updated to Skyrim to 1.9? in your nvdia control panel, just disabled everything or set to Use 3d application setting. let enb do the rest. enable vsync in enblocal,
ExpandSystemMemoryX64=true
ReduceSystemMemoryUsage=true
DisableDriverMemoryManager=true
DisablePreloadToVRAM=true
EnableUnsafeMemoryHacks=false
EnableCompression=true
AutodetectVideoMemorySize=false
see how you go.
a lot of people had problems like your's. i had it too when i was still on 1.8 or something like that. from screen above, i just exited the guard's barrack, my fps is stable at around 20's exterior as screen shoot above.

Re: Massive Framerate drop in main Skyrim zone after short t
Why should i enable VSYNC? It will help me raise FPS and unlag ENB's GUI?
And why do you think i use your settings? As i already said, i tried a lot of different combinations, and it still does this.

So no screen tearing maybe leads to less lag, in my case anyway

Re: Massive Framerate drop in main Skyrim zone after short t
I'm not interested in less lag while running at 7fps.
