This black background with random objects and texts displayed while game level is loaded - if there are some modified load screen meshes that use ENB to enhance some effects, these enhancements are not working anymore ?

I have created and uploaded several mods with glow effects that have also the loadscreen meshes. (That's the main reason for my interest in this)

Yes, those effects will be disabled. Except if specific mesh is removed from loading screen. It's spiral with 538 vertices.

So, if the mesh named "intmenufogparticles.nif" is removed, then ENB will be enabled on loading screens ?

If it's based on the file name, I don't know what to do If I want to keep the ENB effects on the loading screens.

It is not file name based, i told already and you just asked lot of useless questions and lost the idea in them. Simply delete spiral mesh or make it have another number of vertices and triangles, then mod will not detect it and not turn itself off.

Whoa - these questions were not useless for me. Don't judge. They were exactly what I needed, step by step. And you did not say it's not file name based.
(To clarify why I thought it's file name based - you said the effect is disabled exept if specific mesh is removed, and after I asked what mesh, you gave the file name. The mesh is the file, not what's inside the file. > nif file = mesh)
I wanted to know how this works and if I want to make a mod that's immune to this, what should I do.

So I hope I got this right:

1.) If I want to make a mod that uses ENB effects on loading screens, I just have to add modified "intmenufogparticles.nif"
(Deleting this mesh won't work because it's a base game mesh and therefore it's only removable by creating an extra plugin for that purpose. And plugin takes place in load order which is not good.)

2.) If anybody uses modified loadscreen smoke (for example snow or ash instead of the smoke or just an empty mesh) then ENB effects will not be disabled in loading screens.
