Folks, why so few people use skylighting effect? I not sure if any improvements to it by quality worth effort as it's disabled for the most people.

Really? Maybe that’s why many presets don’t look all that realistic. I think it’s one of the most important effects by far with SSAO. Even the occasional flickering doesn’t bother me that much really, don’t even pay attention to it anymore.

strange... I would say 90% of the best ENBs use skylighting. Some more some less (some use value of 0.1 very visible!, some 0.5 and is far less visible in comparison) Can't think of any that don't, except Skylight ENB (what a paradox name for this topic.... *waves at Aiyen*)
But some performance versions of ENBs disable it. It eats a lot of fps. But otherwise it is just too good, would not want to miss it.

I use it in the presets I manage and tweak based of the work by Tansarville (Tali). I really like it myself even though I tend to go more for fantasy presets versus realism ones. Some users care more for FPS then visuals and I usually tell those people to not use the presets I manage and instead go find a performance one if all they want is FPS. I have always used Skylighting. There seems to be a disappointing trend of disabling the effect in presets designed wholly around character screenshots. In my opinion, Skylighting is integral to achieving any kind of quality in scene lighting (as much as is possible in this game engine) and as such, is invaluable for a preset that is built for actual gameplay. If all someone ever does is take screenshots of their characters, they likely don't care about this.
