Removed sunrise and sunset game ugly mesh on water and fixed bug produced by lighting shader when water disabled.

Fixed alpha channel mask of normal map for water, previously it looked like overlay for all objects without depth. No changes to water shader though, just d3d9.dll code.

Fixed bug with disabled weather indices in shaders, decreased startup time.
