Just tested quickly with Windows 10 Creator's Update, Game Mode + Geforce Experience enabled and everything seemed to work as they should.
Hopefully some people that have been experiencing issues can test as well.

Windows 10 x64, WITHOUT Creators Update
EVGA GTX 970
EVGA Precision X (default install settings)
v6.1.6: Both d3d9 Versions work fine
v6.0.9: Both d3d9 Versions Skyrim Crash at startup
but i've read that 6.0.9 had issues with other software too. (then again, which version does'nt...)
If skysan is sure that it worked before with 6.0.9, then combined with my findings, that would mean it is more likely the issue in the d3d9.dll is still present?
Windows 10 x64, WITHOUT Creators Update

Yeah at some point when Windows 10 was launched, not sure whether something changed with Creator's Update. I'll need to test older versions.

Ahem, what's the current state?
Still get the tesv.exe application error 0xc000001d, Event Manager says that someting could not been loaded, but it only shows two quotes instead of what can't be loaded.
Removing the d3d9.dll from current ENB let Skyrim run, so this is the culprit.
I don't run PrecisionX or something like that.
I searched for hours to get a solution but nothing helped:
-installed DirectX Jun2010
-injector version of ENB
-remove compatibility mode/ runs as Admin from tesv.exe, skse_loader.exe, skyrimlauncher.exe
-disable game mode in Windows 10
For unknown reason some people don't have any problem at all but others say the Creators Update has broken ENB.
Any idea?

Are you trying to run a preset that has SweetFX hooked in and have you tried the base files downloaded from here only? I ran into the same issue saying something about dxgi could not be found in system32/d3d11.dll or whatever. The issue is that SFX doesn't work in Windows 10 if that's the case. If it's not that, then I dunno... I'm running Windows 10 Creators Update x64 as well and have no issues of the sort.
