If Skyrim crashes on startup only when ENB is used it is usually one of two things:
1. you haven't installed the latest DirectX runtimes, or
2. you have an antivirus program that is flagging enbhost.exe as malicious and is shutting it down.

Make sure you install the latest DirectX runtimes and add enbhost.exe to the exception list of your antivirus software.
