Is there any way of making it so the keyuseffect toggle works without you having to push shift as well?

No, you may only replace shift by other key.

Re: Fallout 3 / New Vegas 0.237
Thought I'd stop by as I've been having some issues - it seems some of the post processing doesn't apply to hair (as well as other meshes such as light shafts/dust etc.). There's no difference in the color of hair whether the ENB objects processing is turned on or off - despite the vastly different lighting. This obviously makes the hair stand out like sore thumb in certain lighting conditions:
Default - No ENB: http://abload.de/img/014xjr7.jpg
ENB enabled - but with original object processing set to 1: http://abload.de/img/024pk21.jpg
And finally with ENB object processing: http://abload.de/img/03ubj69.jpg
There was talk earlier in the thread of editing the meshes to correct this? I've tried various different shader flags but have had zero luck so far. Removing the 'SF_Hair' shader flag in NifSkope is the only thing that has any effect, but doing so means the texture is no longer colorable (ie. the hair will just be the texture color, usually gray).
Any help/guidance would be much appreciated.

Another question, is it still worth using the FNV 4GB enabler if using ENB's memory management?

Re: Fallout 3 / New Vegas 0.237
If 4gb patch do not produce any issues, then why not? But i never saw scenario when 2gb not enough with memory manager enabled, even for skyrim (but ReservedMemorySizeMb must be small).
