You need to test this with mod removed completely, using fps counter from Steam overlay, f.e.

Sorry Boris, I don't want to be silly, but Overlay can't capture the fps (my problem with steam plus win10), tried few solution without a result, so I used Fraps for the vanilla run, anyway, I can confirm the frames showed:

With the Enb effects on

I doubt that can do anything even if would be able to test where bottlenecks are. I know what have done with the code, it must be some mistake which i cant find or most likely its the price must be paid for dx11 specific modding, cause handling data changes in constant buffers is not free by cpu usage. Game itself is not optimized, it just work faster because of less strong draw calls bottleneck in dx11, but in other parts of renderer, its worse than old skyrim, thats why using older videocards with low fillrate/texelrate, old game runs much faster.
