I think the game is really good! Some people have been complaining about the driving but with a controller its great.
Performance wise its also impressive. Almost everything on ultra and smaa its maintaining 25+ fps on my low medium rig.

I would love mods for the game though. A free camera function is a must. And an ENB profile would be the last touch.

well the game is fun to play and not boring like latest Ubisoft (all AC, farcry3 etc)... looking for modding, since w/o modding noone will ever remember WD

If anyone is still interested in Watch Dogs - this mod I found yesterday looks really promising:

Adds the following features (not all features are available yet):

-Changes to the default fog values
-Enabled bokeh DOF for the main cameras
-Stuttering Improvements
-E3 2012 Bloom
-Performance Improvements
-Enabled Headlight Shadows
-LoD Changes
-Reflection changes
-Added 3 new cameras to the game(closer, normal, further)
-Rain changes(High quality rain drops, properly reacting to light, etc)
-LensFlares(WIP)
-Lighting changes(TESTING AND WIP)
-Civilians density changes
