I play gta sa, i want good bloom effect things i searched on this forum gave .fx files where to put them? i dwnloaded enb v0.075 from enbdev it has a d3d9.dll file
There is no Documents > Game > Skyrim (root folder)

If you are playing GTA San Andreas the Particle patch will do you no good as it's only meant for Skyrim.
And the folder path you mention is for the save game, Skyrim ini files and renderinfo.txt folder, not any root folder. Root folders refer to the folder where the game is installed and where you can find the games .exe file to launch/start the game.
The .fx files are to be placed in the same folder as the binary file/d3d9.dll file. I'm not sure what .fx files is available for use but I would guess the enbeffect.fx is the only one but I'm unsure.
The d3d9.dll should be placed in the same folder as the gtasa.exe (or whatever it's named I haven't played the game in years) which is located in the root folder of GTA SA.
Also to note this kinds questions belongs better under the Support/Other section of the forum, not the Gallery part.

i'v already been using enb for 3 months. I use its shadow and some of its color changes. I want bloom and make it more realistic. I tried to config that myself but i miss something everytime. I doesn't look good.
I came across that file while searching for some bloom mod, I have no idea what's is skyrim? game or mod? plus tell me skyrim works with gta sa?
alternatively can you give me your enb bloom config settings?

I have never touched the ENB for GTA SA and I quickly looked through the folder and I'm unsure if it even support .fx files.

GTASA version is very old, it don't support .fx shaders and only effect.txt supported.

Bloom is very fast effect, you probably have other effects turned on, especially those, which draw objects to depth (water deepness, ambient occlusions, depth of field).

Almost all my mods (except earliest versions) support effect.txt shader. It's actually same as .fx, so everything possible with it. Header .h format file is C(C++) file, not hlsl, so it is not supported, but you can include it at it will work, compiler automatically link it.
