cpu offloader, to opencl?

is it possible to make a tool, program or wrapper that offloads the cpu whenever the gpu is idle or something?
i thought of it as i noticed that most of the times on laptops, the cpu is the bottleneck, and not gpu!
perhaps you guys can think of a way to flip around the scenario where you let the gpu do most of the work?

i hope it's something that could be realized one day.

this is impossible if not to write software from scratch and only few types of applications can use gpu acceleration in such way, definetly not games.
