Skyrim VR ENB won't download

Pretty much just as title says. I'm using Google Chrome, but I've also tried Opera GX, and Microsoft Edge. None of these have worked. It just sits on an infinite load and doesn't start a download. I don't have any ad blockers or anything like that either. I'm not too sure what to do at this point.

So apparently it's something wrong with my computer as the download worked just fine on my phone. I'll have to do some more digging.
