What are some good or even best-optimized games out there?

I don't think there is anyone who can answer this question better than the ENB developer! I am curious which games in the past 2-3 years were well-optimized for great visuals and / or at least performance. I can only think of Witcher 3, but I am probably wrong.

Can't answer, because not researching any popular game like i did several years back. On my opinion GTA 5 have very good optimization overal in terms of drawing objects (dip bottleneck), but at same time it have very stupid mistakes which ruin idea of fast code in dx11 (which is fortunately compencated by low dip cost). And post processing is hell slow with no reason. What is going on with cpu there, i don't know.
Haven't played Witcher 3, so can't answer. On practice almost all games from Eastern Europe are very bad optimized, they may show full cpu and gpu load, but it's not optimization. From other side, sometime such teams have geeks who have only certain specialization (instead of 10+ programming languages in portfolio) and do what is the best they can do. For such persons the problem is that programming graphics takes not much time compared to entire game development cycle, so they have no job mostly and doing routine tasks or looking for another projects, which is negatively affect quality.
